高质量发展视角下新疆农业全要素生产率研究

Research on Xinjiang Agricultural Total Factor Productivity from the Perspective of High-quality Development

立足新疆农业高质量发展的政策背景,从传统和高质量双重视角构建农业生产投入产出指标体系,采用SBM模型依次测算农业全要素生产率、技术效率和资源配置效率;并基于宏观经济理论,借助Tobit回归模型对3种效率的影响因素进行分析。实证结果显示:2009―2018年,新疆农业全要素生产率、技术效率和资源配置效率呈下降趋势,并且技术效率是抑制全要素生产率提高的主要原因。从全疆范围来看,经济发展水平与全要素生产率呈反向变动关系,城乡收入差距与全要素生产率呈倒U型关系,城镇化水平和政府财政干预同全要素生产率呈U型关系。

Based on the policy background of Xinjiang's high-quality agricultural development,an input-output indicator system for agricultural production from the dual perspectives of traditional and high-quality was constructed,agricultural total factor productivity,technical efficiency and resource allocation efficiency were measured by means of the SBM model,and the Tobit regression model was used to analyze the three efficiency factors based on the macroeconomic theory.The empirical results indicate:During the period from 2009 to 2018,Xinjiang's agricultural total factor productivity,technical efficiency and resource allocation efficiency were on a downward trend,and technical efficiency was the main cause of restraining the increase in total factor productivity.Looked from the perspective of Xinjiang,the economic development level and total factor productivity showed a reverse relationship,the urban-rural income gap and total factor productivity showed an inverted U-shaped relationship,and the level of urbanization and government fiscal intervention showed a U-shaped relationship with total factor productivity.
