新型城镇化与生态环境耦合协调及驱动力研究

Research on Coupling Coordination and Driving Force of New Urbanization and Ecological Environment

在生态文明建设背景下,新型城镇化与生态环境协调发展成为中国可持续发展的关键。基于2008―2017年省级面板数据,通过建立新型城镇化与生态环境评价指标体系对二者综合指数进行测算,运用耦合协调度模型和相对发展度模型对新型城镇化与生态环境耦合协调发展现状进行测度。在此基础上,构建双向固定效应模型,对新型城镇化与生态环境协调影响因素进行实证研究。研究表明:从协调度来看,新型城镇化与生态环境整体上处于初级协调Ⅰ阶段,且呈现出“两头窄中间宽”的梭型态势;从相对发展度来看,新型城镇化质量滞后于生态环境水平,大部分省市处于新型城镇化滞后阶段,少部分省市处于同步发展阶段或生态环境滞后阶段;从驱动因素来看,经济发展水平、产业结构、教育投入与投资均在不同程度上对新型城镇化与生态环境协调发展产生促进作用。因此,当前应注重城镇化质量的提升,充分发挥驱动因素作用,实现新型城镇化与生态环境高水平耦合协调发展。

Under the background of ecological civilization construction,the coordinated development of new urbanization and ecological environment has become the key to China's sustainable development.Based on the provincial panel data from 2008 to 2017,the comprehensive index of them is calculated by establishing the index system of new urbanization and ecological environment,and the coupling coordination degree model and relative development degree model are used to measure the coupling and coordinated development status of new urbanization and ecological environment.On this basis,a two-way fixed effect model is constructed to empirically study the influencing factors of the coordination between new urbanization and ecological environment.The results show that:from the perspective of coordination degree,the new urbanization and ecological environment are in the primary coordination I state as a whole,and present a shuttle situation of"narrow at both ends,wide in the middle";from the perspective of relative development degree,the quality of new urbanization lags behind the level of ecological environment,most provinces and cities are in the lag stage of new urbanization,and a few provinces and cities are in the synchronous development stage or ecological environment lag stage.From the perspective of driving factors,the level of economic development,industrial structure,education investment and investment have promoted the coordinated development of urbanization and ecological environment to varying degrees.Therefore,at present,we should pay attention to the improvement of urbanization quality,give full play to the role of driving factors,and realize the high-level coupling and coordinated development of new urbanization and ecological environment.
