互联网医疗下公立医院以患者为中心的改革实践

由互联网医疗而触发的公立医院改革在新时期医药卫生体制改革中摸索前行。在新冠肺炎疫情防控期间,以患者为中心的医疗服务理念下,尤其是公立医院互联网医疗异军突起,表现为医疗资源优化共享、医保线上实时结算以及处方开具和药品配送更趋于合理化;与此同时,又出现了法律法规建设尚不完善、医保基金线上监管权责界定模糊以及药品监管与配送存在漏洞的问题。因此,建议完善公立医院的互联网医疗建设,尤其是加强医疗、医保与医药的监管体系建设,推动公立医院成为国内互联网医疗建设中的主力军。

The reform of public hospitals triggered by Internet medical treatment is groping ahead in the reform of the medical and health system in the new era.During the COVID-19 epidemic prevention and control period,under the patient-centered medical service concept,especially the Internet medical treatment in public hospitals rose to prominence,which was manifested as the optimization and sharing of medical resources,online real-time settlement of medical insurance,prescription issuance and drug distribution became more reasonable.At the same time,there are still some problems,such as imperfect laws and regulations,vague definition of online supervision rights and responsibilities of the medical insurance fund,and loopholes in drug supervision and distribution.Therefore,it is suggested to improve the construction of Internet medical treatment in public hospitals,especially strengthen the construction of the supervision system of medical treatment,medical insurance and medicine,and promote public hospitals to become the main force in the construction of Internet medical treatment in China.
