摘要
从业主的角度出发,阐述了如何在EPC(设计、采购、施工)模式下对大型化工项目的费用进行管理。重点研究了费用分解结构(CBS)体系的建立,包括CBS的编码规则、EPC各项费用支付节点及比例的确定。使用上海华谊(集团)公司工程项目管理平台HYPM系统进行线上费用管理,包括线上CBS录入规则、清单缺项增补、进度款申请以及同口径费用对比分析。将施工的CBS与工作分解结构(WBS)的编码规则统一,可以直接根据施工WBS完成百分比确定已完工费用,对实施过程中的费用进行有效管控,确保项目顺利实施。
From the perspective of the owner,this paper expounds how to manage the cost control of large chemical project in the mode of EPC(design,procurement,construction).The paper focuses on the establishment of cost breakdown structure(CBS)system,including the coding rules of CBS,determination of payment nodes and proportion of EPC expenses.The HYPM system of project management platform of Shanghai Huayi(Group)Company is used for online cost management,including online CBS entry rules,list missing items supplement,progress payment application,and comparative analysis of the same caliber expenses.The coding rules of CBS and WBS for construction are unified,and the completed cost can be determined directly according to the completion percentage of construction WBS,and the cost during the implementation process can be effectively controlled to ensure the smooth implementation of the project.
