随着乡村振兴战略的实施,惠农项目领域的精英参与日益普遍。从各级政府与村庄内部两个维度看,惠农项目领域的精英参与有其特定的产生基础,并已然成为当前中国乡村发展中的必然现象。精英参与之所以如此重要,根源于其在惠农项目的实施过程中发挥着争取惠农资源、开发惠农资源与分配惠农资源等功能。同时,乡村精英争取惠农资源的方式合法性强弱、开发惠农资源的行为有效性高低,以及惠农资源分配结果的公平性优劣,都直接影响着惠农项目领域精英参与的成效。因此,需要通过规范资源争取方式、提高各方参与能力,以及兼顾多元主体利益等方式,切实提高惠农项目领域精英参与的成效,助推乡村全面振兴。

With the implementation of the rural revitalization strategy,elite participation in the field of peasants’benefit projects is becoming increasingly common.From the perspective of governments at all levels and within the village,the participation of elites in the field of peasants’benefit projects has its specific basis,and it has become an inevitable phenomenon in the current rural development in China.The reason why elite participation is so important is that it plays the basic functions of striving for beneficial agricultural resources,developing beneficial agricultural resources,and distributing beneficial agricultural resources during the implementation of peasants’benefit projects.At the same time,the legitimacy of the way rural elites strive for beneficial agricultural resources,the effectiveness of the development of beneficial agricultural resources,and the fairness of the distribution of beneficial agricultural resources directly affect the effectiveness of the participation of elites in the field of peasants’benefit projects.Therefore,it is necessary to improve the effectiveness of elite participation in the field of benefiting farmers by standardizing the way to obtain resources,improving the participation ability of all parties,and taking into account the interests of multiple subjects,so as to facilitate the overall rural revitalization.
