摘要
在城镇化快速建设过程中,长江流域地形地貌,水域的水质,以及江河的产、汇流条件等发生显著变化,导致流域沿线城镇特大洪灾频发。水安全韧性空间的构建是强化防灾减灾规划与国土空间总体规划互动性的重要手段。本文基于大型洪灾情景,通过建立地理空间数据库与评价指标,对长沙市洪涝灾害、水源涵养、水土保持的单一安全格局,以及综合水生态安全格局进行空间解析。此外,针对研究结果,对长沙市的水安全韧性空间提出了修复与整合策略,为长江流域沿线城镇防涝减灾提供科学依据。
In the process of rapid urbanization,the topography and landform of the Yangtze River basin,the quality of the water and the yield and confluence conditions of the rivers have changed significantly,leading to frequent occurrence of catastrophic floods in the towns along the river basin.The identification of water security resilient space is an important means to strengthen the interaction between disaster prevention and reduction planning and overall territorial space planning.Through the establishment of geospatial database and evaluation index,the spatial analysis of the single security pattern of flood disaster,water resource conservation,soil and water conservation and the comprehensive water ecological security pattern of Changsha was carried out based on the large-scale flood scenario.In addition,based on the research results,restoration and integration strategies are proposed for the water security resilient space of Changsha,providing scientific basis for waterlogging prevention and disaster reduction in cities and towns along the Yangtze River basin.
