新时期党委政法委执法监督的功能价值、实践困境与完善路径

Study on Funcyional Value Implementing Predicament and Consummation of Law Enforcement Supervision by the Politics and Law Committee

党委政法委执法监督是党委政法委的重要职能,在执法司法制约监督体系中,其具有政治性、专门性、程序性、权威性的特点,对执法司法中的问题有纠偏、预防、补强、惩戒作用。加强党委政法委执法监督是落实党对政法工作的绝对领导、满足新时代人民群众司法需求、实现放权与监督有机统一、加强过硬队伍建设的需要。当前,党委政法委执法监督面临思想认识不统一、监督理念滞后、监督能力不足、监督力量薄弱、监督手段落后等困境,亟需加强理论研究,转变执法监督理念,提高执法监督工作人员专业素养,按照不同案件性质增设执法监督部门,强化信息化建设。

Law enforcement supervision is one of the important functions of the CPC Politics and Law Committee.In the system of law supervision and judicial restriction,Law enforcement supervision by the Politics and Law Committee is highly political,specialized,procedural,authoritative,and have a role to rectify,prevent,reinforce,punish the law enforcement and judicial acts.Enhancing the law enforcement supervision by the Politics and Law Committee is necessarily requirement to implement the CPC’s absolute leadership over political and legal work,to meet people’s new demands,to realizes the integration of delegation and supervision,and to strengthening excellent team building.However,law enforcement supervision by the Politics and Law Committee is now facing puzzlwdom in the unity of thought and understanding,the progress of supervision concept,the effective supervise measure and the existing power of supervision.For further strengthening and improving of this work,such countermeasures as strengthen the research on theory,unifying the understanding,changing the concept,enhance the quality of practitioners,setting up more branches according to different properties,strengthening the informationization can be put forward.
