摘要
2020年底,中国兑现了在现行标准下全面消除绝对贫困的承诺,提前十年实现了联合国可持续发展议程中消除极端贫困的目标,为全球减贫事业做出巨大贡献。回顾中国近40年的扶贫经验,有助于为构建2020年后中国缓解相对贫困的治理体系提供借鉴。本文拟从贫困内涵演进、减贫目标与战略、扶贫手段、扶贫治理等层面分析和解释中国减贫经验,并对未来缓解相对贫困的发展战略提出建议。
By the end of 2020,China had fulfilled its commitment to eliminate absolute poverty under current standards, achieved the goal of eliminating extreme poverty in terms of the SDG goals ten years ahead of schedule, and made great contributions to the global poverty reduction career.Reviewing nearly 40 years of China’s experience in poverty alleviation will help to build a governance system to alleviate relative poverty in China after 2020.This paper intends to analyze and explain China’s experience in poverty reduction from the aspects of the evolution of poverty reduction strategies, poverty reduction goals, poverty alleviation tools as well as governance, in order to provide recommendations for building long-term mechanisms to alleviate relative poverty after 2020.
