我国临时入境机动车管理研究

Research on the Management of Temporary Entry of Motor Vehicles

随着经济全球化的不断发展和对外开放的日益深化,我国临时入境机动车逐渐增多,管理难题也随之凸显。提出出入境边防检查机关和公安机关交通管理部门应立足管理和服务两项基本职能,充分发挥主体作用,结合临时入境机动车的法律定位和特点,从完善立法、协同治理、信息化技术应用等方面着手,推动建立系统高效的“入境检查—境内管理—出境检查”闭环管理模式等建议,以更好地服务经济社会发展,切实维护国家安全稳定。

With the continuous development of economic globalization and the deepening of opening-up policy to the outside world,the number of motor vehicles entering China temporarily is gradually increasing,posing a challenge to their management.Based on the two basic functions of management and service,and considering the legal position and features of the temporary entry of motor vehicles,immigration management authorities and the traffic administrative department of the public security organs should give full play to their key role to improve the legislation,coordinated governance and application of IT technology,promote the establishment of closed-loop management system of“entry inspection,management of stay and exit inspection”,so as to better serve economic and social development,and effectively safeguard national security and stability.
