摘要
中国积极参加海外维和行动,是维护世界和平与发展的坚定力量。我国现行海外维和行动指挥体系存在话语权不足、应急指挥体系不够健全、指挥技术保障能力较弱、情报信息有限等问题。新形势下构建我国维和警察海外维和行动指挥体系,应坚持联合国指挥与出警国指挥有机结合,突出指挥官培训和中高级岗位竞聘,提升我国维和话语权,加强维和行动指挥技术保障和情报收集分析能力,加强应急指挥体系建设,最大限度降低维和警察安全风险,更好地履行维和使命,促进我国海外利益整体保护。
China actively participates in overseas peacekeeping operations and is a firm force in maintaining world peace and development.There are some problems in the current command system of overseas peacekeeping operations,such as insufficient voice,inadequate emergency command system,weak command technical support capability and limited intelligence information.In order to construct the command system of overseas peacekeeping operations of China’s peacekeeping police under the new situation,we should adhere to the organic combination of United Nations command and police contributing country command,highlight commander training and competition for senior and middle management posts,enhance China’s voice in peacekeeping,strengthen the technical support and intelligence collection and analysis capabilities of peacekeeping operations,strengthen the construction of emergency command system,so as to minimize the security risks of peacekeeping police,better perform peacekeeping missions,and promote the overall protection of our overseas interests.
