粤港澳大湾区警务执法合作路径创新研究

Study on the Innovation of Police Law Enforcement Cooperation in Guangdong-Hong Kong-Macao Greater Bay Area

在粤港澳大湾区建设与发展的背景下,粤港澳三地警务合作的主客观环境正在发生着深层次的变革。通过对粤港澳三地警务执法合作面临的挑战及合作基础等进行深入分析,以制度保证、理念培育、机制构建等为切入点,提出了以“一国两制”为根本遵循,培育以总体国家安全观为基础的区域安全共同体警务执法合作新理念,构建以安全风险防控为导向的大湾区警务执法合作新路径,旨在探索适应时代发展、贴合大湾区警务执法实际的粤港澳大湾区警务执法合作新模式。

Under the background of the construction and development of Guangdong-Hong Kong-Macao Greater Bay Area,the subjective and objective environment of police cooperation among Guangdong,Hong Kong and Macao is undergoing profound changes.Through an in-depth analysis of the challenges and foundations of police law enforcement cooperation among Guangdong,Hong Kong and Macao,and taking institutional guarantee,concept cultivation and mechanism construction as a starting point,a new concept of police law enforcement cooperation in the regional security community based on“one country,two systems”is proposed,with the cultivation of the overall national security concept as its basis.It builds a risk prevention and control oriented and integrated police law enforcement cooperation network of the Greater Bay Area police enforcement cooperation.The purpose of this paper is to explore a new model of law enforcement cooperation in the Greater Bay Area that adapts to the development of the times and conforms to the actual police law enforcement practices in Guangdong-Hong Kong-Macao Greater Bay Area.
