摘要 发展的动力在于人力资本的积累,特别是教育。正如新加坡的经验所证明的那样,教育可以引导和促进一国经济和社会的可持续发展。事实上,教育是一个国家在发展过程中所真正应该首先关心的。本文就教育提出一条可能的“萨伊定律”,即通过造就一支达到一定规模的受过良好教育的技术工人队伍,一国或可大量吸引需要雇用这些技术工人的国内和国际投资(通常是在服务业和制造业部门内)。也就是说,在造就这样的一支技术工人队伍的同时,或有可能也就造就了对这支队伍的需求。在一个日益由全球供应链和生产链、全球直接投资和金融资本流动驱动的时代,教育的这种对技术工人的需求效应尤其明显。那些在其经济和社会发展规划中优先考虑教育投资,而且其政府在这方面起到强有力的引领作用的国家,将尤有可能从其教育投资的这一效应中受益。 The driving force of development lies in the accumulation of human capital,especially education.As Singapore's experience has proved,education can guide and promote the sustainable development of a country's economy and society.In essence,education should be the first concern of a country in the process of development.This paper aims to put forward a possible“Say's Law”about education,that is,by creating a well-educated team of skilled workers of a certain scale,a country may attract a large number of domestic and international investments(usually in the service and manufacturing sectors)that need to employ these skilled workers.In other words,while creating such a team of skilled workers,it may also create a demand for this team.In an era increasingly driven by global supply and production chains,global direct investment and financial capital flows,the demand effect of education on skilled workers is particularly obvious.Those countries that give priority to education investment in their economic and social development planning,and whose governments play a strong leading role in this regard,are more likely to benefit from this effect of their education investment.
