摘要
国际社会和国际关系中国际规则的构建方式多种多样,包括话语权在内的各种权力是世界各国寻求生存、谋求发展、开展竞争与合作的基础与归宿。从国家(政府)话语权力正当性及其获得的表现切入,在探究国家话语权力与国际规则构建之关系的基础上,重点基于话语权力博弈主体的话语和笔墨以及行为两个层面的话语权(主导权)角力现实,从历史困扰与现实冲突两个维度探究了国际规则构建中行为主体难以实现应然目标的原因,进而就构建新型国际关系中如何突破国家间话语权力博弈的困境提出了思考。
There are many ways to construct international rules in the international society and relations.Various powers,including the discourse power,are the basis and destination for all countries in the world to seek survival,development,competition,and cooperation.Starting from the legitimacy of state(government)discourse power and its performance,this paper aims to explore the relationship between state discourse power and the construction of international rules,focusing on the subject's discourse of discourse power game and the struggling reality of discourse power(dominant power)between words and behaviors.In addition,the reason why it is difficult for the subject to achieve the expected goal in the construction of international rules from two dimensions of historical dilemma and realistic conflicts is also discussed in this paper to break through the dilemma of discourse power game between countries in the construction of new international relations.
