全面推进乡村振兴,提升乡村治理效能,需要农村基层党组织的坚强领导和有力引领。新时代农村基层党建引领乡村治理,要厘清二者的逻辑关系:乡村治理是农村基层党建的舞台;农村基层党建是乡村治理的支撑。需注意几大问题:在目标任务上规避错误价值导向;在方式方法上避免简单粗暴;在组织设置上丰富"党建覆盖"内涵。在实践中:要以问题为导向,精准定位基层党建为乡村治理服务、乡村治理为基层党建积累资源的双重关系;着力构建党建引领乡村治理的长效制度机制;实现农村基层党建与乡村治理的高效互动。
