长三角生态绿色一体化发展示范区水系综合治理——以吴江区为例

Comprehensive treatment of water system in the Yangtze RiverDelta Ecological Green Integration Demonstration Zone——Taking Wujiang District as an example

水系综合治理在长三角生态绿色一体化发展示范区建设过程中发挥着保障水安全、改善水生态、体现水景观、传承水文化等重要作用。吴江作为一体化发展示范区主要模块,通过系统分析其在水系综合治理工作中所面临的河湖碎片化,总体规划缺乏,超标准洪水风险,水土资源供需矛盾等新形势、新问题,提出开展水系综合治理的对策措施,主要包括提高水系治理整治标准,统筹水域占用补偿,优化河湖治理顺序及探索开发水域补偿新机制等。

The comprehensive management of water system plays an important role in ensuring water safety,improving water ecology,reflecting water landscape and inheriting water culture in the construction of the Yangtze River Delta Ecological Green Integration Demonstration Zone.Wujiang District,as the main module of the integrated development demonstration zone,through systematic analysis of new situations and new problems faced in the comprehensive water system management,such as fragmentation of rivers and lakes,lack of overall planning,risk of over-standard flood,and contradiction between supply and demand of water and land resources.Therefore,countermeasures for comprehensive water system management were proposed,which including improving the standard of water system management,coordinating the compensation of water area occupation,optimizing the order of river and lake management,and exploring the new mechanism of water area compensation,etc.
