东西部对口协作模式运作逻辑探析

On the Operation Logic of the Counterpart Support Mode between the East and the West

东西部对口协作,有助于推动区域协调发展、协同发展、共同发展,有利于实现先富帮后富、最终实现共同富裕。本文以宁波余姚和贵州望谟对口协作为样本提炼出东西部对口协作模式的运作逻辑,即在党的统一领导下,充分发挥好"机制互动、多元联动和要素撬动",其中,机制互动是对口协作的基础、多元联动是对口协作的关键、要素撬动是对口协作的动力,希冀能对东西部发展差距"常协调"提供有益借鉴。

The counterpart support between the East and the west is conducive to promoting the coordinated development,coordinated development and common development of the region,helping the rich first and then the rich,and finally achieving common prosperity.Taking the counterpart support of Yuyao in Ningbo and Wangmo in Guizhou as samples,this paper refines the operation logic of the counterpart support mode for the East and the west,that is,under the unified leadership of the party,we should give full play to the"mechanism interaction,multiple linkage and factor crowding".Among them,mechanism interaction is the basis of counterpart cooperation,multiple linkage is the key of counterpart cooperation,and factor crowding is the driving force of counterpart cooperation,It is hoped to provide a useful reference for the"constant coordination"of the development gap between the East and the West.
