嘉定镇街道残疾人群辅助器具利用现状调查

Utilization of assistive devices among the disabled population in the neighborhoods of Jiading Town

目的了解嘉定镇街道残疾人群辅助器具配置及使用情况,为政府部门制定相关政策提供依据。方法采取面对面的调查方式,对嘉定镇辅具申请登记的残疾人士开展辅具配置、使用及可能影响因素的问卷调查。结果共调查329人,辅具总体配置率为82.9%,使用率为75.8%,未配置的原因主要是"不需要使用""难以使用,不会使用""费用较高,难以负担""不知道此类器具";辅具配置资金71.7%来源于"政府或社会组织全部补贴"20.1%来源于"政府或社会组织部分补贴",完全自费仅占8.3%;配置后经常使用率为76.4%,不愿意使用的原因是"用到机会不多""身体差,无法经常使用""使用起来不舒服""使用起来不方便""不太会使用",同时调查对象辅具使用后生活改善程度高于不经常使用者,差异有统计学意义(P<0.05)。结论嘉定镇街道社区残疾人群能够得到良好的辅具服务,建议多部门合作,加强对残疾人群辅具知识的普及,并规范残疾人辅具配置、使用培训和指导、使用效果评估等全程的管理,以提高残疾人群生活质量。

Objective To investigate the disposition and use of assistive devices among disabled people in Jiading Town,and to provide basis for government departments to formulate relevant policies.Methods Face-to-face survey was conducted to investigate the disposition,use and possible influencing factors of assistive devices for disabled persons applying for registration in Jiading town.Results A total of 329 people were investigated.The overall allocation rate of assistive devices was 82.9%,and the utilization rate was 75.8%.The main reasons for not applying for the disposition were"no need to use""difficult to use,no idea of how to use""high cost,unable to afford"and"not know such equipment".71.7%and 20.1%of the funds allocated for assistive devices came from"total subsidies from the government or social organizations"and"partial subsidies from the government or social organizations"and only 8.3%of the funds were completely self-funded.After configuration the rate of regular usewas 76.4%.The reasons for unwilling to use assistive devices were"few opportunity to use""poor health,unable to usefrequently""uncomfortable to use""inconvenient to use"and"not very good at using".The life improvement degree of the respondents after the use of assistive devices was higher than that of the disabled persons without frequent use of assistive devices.The difference was statistically significant(P<0.05).Conclusions The disabled population in the neighborhoods of Jiading Town received good service for using assistive devices.It is suggested that multi-department cooperation should be carried out to strengthen the popularization of the knowledge of assistive devices for disabled people.In order to improve the quality of life of disabled people,it is also necessary to standardize the whole-process management of the disposition,training and guidance,as well as the evaluation of use.
