海运复杂石油化工品困境的成因分析与解决思路

复杂石油化工品选择油船还是化学品船装运是近年困扰货主、船东、海事的难题。通过系统分析造成这种困境的成因,结合国际海事组织复杂石油化工品评估和分类指南的修订进展,欧洲石油公司环境、健康和安全协会石油产品分类和标签,复杂石油化工品产品理化特征,气相色谱—质谱分析和石化行业石化产品模糊聚类的研究应用,提出建立复杂石油化工品数据库、建立模糊数学聚类分析识别模型;参考欧洲石油公司环境、健康和安全协会出版的《欧洲经济区石油物质分类和标签(2014)》,建立中国石油产品定义和分类信息。

The choice of oil tanker or chemical tanker for complex petrochemicals has been a dilemma for cargo owners,shipowners and the maritime administration in recent years.This paper analyzes the causes for this dilemma systematically.Based on the revision of IMO guidelines for the evaluation and classification of complex petrochemicals,the classification and labeling of CONCAWE petroleum products,the physical and chemical characteristics of complex petrochemical products,gas chromatography-mass spectrometry analysis and the research and application of fuzzy clustering of petrochemical products in the petrochemical industry,this paper puts forward several solutions to the issue,including the construction of complex petrochemical product database and the establishment of fuzzy mathematical clustering analysis and recognition model.It suggests establishing the definition and classification information of Chinese petroleum products through referring to the Classification and Labeling of Petroleum Substances in the European Economic Area(2014)published by CONCAWE.
