日本参与五眼联盟的动因及走向

Japan’s Participation in the Five Eyes Alliance

五眼联盟作为以美英两国为中心的情报共享网络,具有悠久的历史和广泛的网络布局,近些年亦强化了对中国问题的关注。日本在追求政治军事大国化的过程中,情报信息安全在其国家安全战略中占据重要位置,中国崛起在客观上也刺激日本接近五眼联盟。受到日本国内情报体系、法律规范以及五眼联盟体系内部的约束,日本短期内直接加入五眼联盟仍面临制度上和规范上的障碍。但是,日本可以参与五眼联盟合作为契机,着手改革国内情报体制机制,探寻灵活多样的方式深化与五眼联盟的合作,并以此推进所谓的"印太战略"。在情报共享领域,内容永远大于形式,即使日本没有明确加入五眼联盟,也可能在实质上强化与其合作,对此应当保持充分警惕。

As an intelligence sharing network centered on the US and UK,the Five Eyes Alliance has a long history and extensive network layout.In recent years,it has paid more attention to China.In the process of Japan’s pursuit of political and military power,intelligence security occupies an important position in its national security strategy.The rise of China objectively stimulates Japan to approach the Five Eyes alliance.Japan’s direct participation to the Five Eyes Alliance in the short term faces institutional and regulatory obstacles.However,Japan can make use of Five Eyes alliance as an opportunity to reform the domestic intelligence system and mechanism,explore flexible ways to deepen cooperation with the Five Eyes alliance,and use this to enhance the Indo-Pacific strategy.In intelligence sharing,content is always more important than form.
