上海市典型乡镇宅基地利用现状及盘活利用研究

Study on the Utilization of the Typical Rural Homestead in Shanghai and the Suggestions for Revitalization and Utilization

科学掌握宅基地的利用现状及存在问题,对于建设用地节约集约利用具有重要意义。本文运用数理统计及地理空间分析等方法,对研究区宅基地利用现状进行了分析,量化分析了宅基地的人、地利用特征。结果表明,宅基地户籍城镇化率已达半数,且人均用地面积大大超过规定面积,由此引起宅基地闲置等低效利用的问题。同时,宅基地聚集程度区域差异明显,根据当前宅基地利用现状的特点,探讨了盘活利用农村闲置、低效宅基地的现实困境并提出参考建议。

It is of great significance for the economical and intensive utilization of construction land to scientifically grasp the present situations and existing problems of homestead utilizations.In this paper,mathematical statistics and geographical spatial analyses are used to analyze the current situations of homestead utilization in the study area.And the characteristics of homestead utilization are quantified.The results show that the urbanization rate of homestead household registration has reached half,and the per capital and area is much larger than the specified area,which causes the problem of inefficient utilization of homestead such as idle.At the same time,there are obvious regional differences in the degree of homestead aggregation.According to the characteristics of the current situation of homestead utilization,this paper discusses the practical difficulties and reference suggestions for the utilization of rural idle and inefficient homestead.
