摘要
十八大以来,反腐成效硕果累累,但是为官不为的现象也有所抬头。对为官不为,除了进行惩罚处分之外,还要建立全面完善的正向激励制度。本文从理论依据和现实需要两方面阐述加强干部激励制度建设的意义,分析当前干部激励制度存在人本管理意识不够,机制不够健全,物质、精神激励不完善等问题。提出通过遵循按需激励的原则,实施有效的目标激励,制定可操作的激励指标,满足干部成就需要等途径加强干部激励制度建设。
Since the 18th National Congress of the Communist Party of China(CPC),great achievements have been made in combating corruption,but the phenomenon of official inaction is also on the rise.In addition to the punishment,we should establish a comprehensive positive incentive system.This paper expounds the significance of strengthening the construction of the cadre incentive system from the theoretical basis and practical needs,and analyzes the problems existing in the current cadre incentive system,such as the lack of humanistic management consciousness,the imperfect mechanism,and the imperfect material and spiritual incentive.It is proposed to strengthen the construction of cadre incentive system by following the principle of incentive on demand,implementing effective target incentive,formulating feasible incentive index and meeting the needs of cadres'achievement.
