公路是现代经济社会最主要的公共基础设施,也是社会发展的重要产业经济支撑。随着我国经济发展进入新常态,公路发展不断呈现出其基础性、先导性和服务性产业的新特点,公路产业发展方式正在经历由传统自然垄断型向现代参与合作型过渡的历史过程。如何明确公路产业政府规制目标,完善公路产业政府规制主体的组织建制,对于建构法治化、现代化的公路产业政府规制体系,提高产业经济效能和社会效能具有重要的理论意义和现实意义。

Highway is the most important public infrastructure in modern economic society,and it is also an important industrial economic support for social development.With China's economic development entering a new normal,the development of highway industry is constantly showing new characteristics of its basic,leading and service industries.The development mode of highway industry is experiencing a historical process of transition from traditional natural monopoly to modern participation and cooperation.It is of great theoretical and practical significance to clarify the goal of government regulation of highway industry and improve the organizational system of government regulation subject of highway industry for the construction of a legal and modern government regulation system of highway industry and the improvement of economic and social efficiency of the industry.
