校长公开体育参与行为的政策执行动力机制研究

Research on the Policy Implementation Motivation Mechanism of Principals′Public Sports Participation Behavior

采用田野调查与案例分析、逻辑分析、专家访谈等方法,以校长公开体育参与“网红”行为着手,研究这种行为的内部和外部政策执行动力机制。结果表明:1)校长公开体育参与“网红”行为的内部政策执行动力机制可以从理念-制度-政策过程的分析框架来具体阐述,分析路径从校长“网红”行为背后的治校理念,包括观念、价值观、认同等内容,到进行校级制度安排,衔接国家政策进行校级配套政策的制定,协调各方资源,准备落实等过程,最后通过亲自参与等行为,执行落地政策,并接受上级主管部门的监督与评估。2)外部动力机制采用公共政策执行的社会动员理论、政策创新扩散理论,从“网红”行为校长所在学校附近的社区、学区体育氛围、催生网络体育培训与网络正向模仿行为、与其他学校校长(同行)互动等方面发生的效应,以学习机制、竞争机制等方面研究校长“网红”行为的线上线下、以点带面的周边辐射影响作用,挖掘带动政策执行的外在动力。

Using field investigation and case analysis,logical analysis,expert interviews and other methods,starting with the principal’s public sports participation in the"net celebrity"behavior,to study the internal and external policy implementation dynamics of this behavior.The results show that:1)The internal policy implementation motivation mechanism of the principal’s public sports participation in the"net celebrity"behavior can be elaborated from the analysis framework of concept-system-policy process.The analysis path is from the school governance philosophy behind the principal’s"net celebrity"behavior.Including concepts,values,identity,etc.,to the school-level institutional arrangements,linking with national policies to formulate school-level supporting policies,coordinating resources from all parties,preparing for implementation and other processes,and finally implementing the landing policy through personal participation and other behaviors,and accepting Supervision and evaluation by superior authorities.1)The external motivation mechanism adopts the social mobilization theory of public policy implementation and the theory of policy innovation diffusion,from the"net celebrity"behavior to the community and school district sports atmosphere near the school where the principal is located,to promote online sports training and online positive imitation behavior,and other schools The effects of interaction between principals(peers),etc.,to study the online and offline effects of principals’“net celebrity”behavior,and the peripheral radiation effects of the principal’s“net celebrity”behavior in terms of learning mechanisms and competition mechanisms,to explore the external driving force that drives policy implementation.
