区域协同治理下的政策创新发展

Policy Innovation and Development Under Regional Coordinated Governance

伴随着区域一体化的不断深入,公共政策的创新发展成为推动区域协同治理的重要支撑。公共政策的创新发展是贯彻新发展理念、完善国家治理体系的应有之义,对提高区域协同治理水平和区域总体效益尤为重要。文章通过梳理国内外政策创新的相关文献并厘清政策创新的基本概念,从动力来源、政策主题、实现过程以及评价标准四个维度构建区域协同治理下的政策创新发展分析框架。在此基础上,针对影响政策创新发展的主客观因素从提升政策主体的政策创新能力、优化行政决策机制、加强财政扶持力度、健全相关法律法规四个视角探索创新性政策系统运行新模式从而推动政策的创新发展以提升区域治理的整体效能。

With the deepening of regional integration,the innovation and development of public policy has become an impor⁃tant support to promote regional collaborative governance.The innovative development of public policy is the necessary mean⁃ing of implementing the new development concept and improving the national governance system,which is particularly impor⁃tant for improving the level of regional collaborative governance and the overall regional efficiency.By combing the relevant literature at home and abroad and clarifying the basic concept of policy innovation,this paper constructs an analysis frame⁃work of policy innovation development under regional collaborative governance from four dimensions of power source,policy theme,implementation process and evaluation criteria.On this basis,in view of the subjective and objective factors affecting the development of policy innovation,this paper explores the new operation mode of innovative policy system from four per⁃spectives of improving the policy innovation ability of policy subjects,optimizing the administrative decision-making mecha⁃nism,strengthening financial support,and improving relevant laws and regulations,so as to promote the innovative develop⁃ment of policies and improve the overall efficiency of regional governance.
