京津冀水资源使用效率评估--基于投入产出表的影子价格法 被引量:4

摘要 京津冀协同发展战略的提出有利于促进京津冀整体经济进一步增长。同时,京津冀对水资源需求势必会进一步增加。而京津冀地区水资源相对稀缺,不同区域、不同行业水资源使用效率的差异较大。如何改善和协调京津冀各区域各行业水资源使用效率,对实现京津冀协同发展具有重要意义。文章基于京津冀投入产出表的线性规划模型,测算京津冀农业、工业和服务业部门的水资源使用效率发现:整体而言,京津冀水资源使用效率在不断提高,但是农业用水效率远低于工业和服务业;从地区上看,河北服务业与工业用水效率较高,而北京和天津的服务业用水效率相对较低。据此文章针对性地提出相关建议,以提高和协调京津冀地区水资源使用效率,促进京津冀经济的协同发展和整体经济的进一步增长。 The coordinated development strategy for the Beijing-Tianjin-Hebei region helps to promote the overall economic growth of the region,and thus the demand for water resources is bound to further increase.However,water resources are relatively scarce in the region,and the water resources use efficiency varies greatly among different regions and industries.How to improve and coordinate the water resource use efficiency of various industries in the region is of great significance for realizing the coordinated development of this region.Based on the linear programming model of the Beijing-Tianjin-Hebei input-output table,this paper calculates the water use efficiency of the Beijing-Tianjin-Hebei agricultural,industrial and service sectors.Regionally,the water efficiency of hebei service industry and industry is high,while that of Beijing and Tianjin service industry is relatively low.Based on this conclusion,this paper also puts forward relevant suggestions to improve and coordinate the efficiency of water resources use in the region,and promote the coordinated development of the region economy and the further growth of the overall economy.
