摘要
以QN大学为例,从理想化的政策、目标群体、执行机构、激励机制四个维度探讨高校就业精准帮扶政策执行过程中出现偏差的原因。高校应细化就业困难毕业生识别标准,构建网格化体系,使目标群体目标化及明细化,设置合理考核标准,完善监督机制,以避免高校就业精准帮扶政策的执行偏差。
Reasons for the deviation in performance of Targeted Poverty Alleviation for college students were explored with a case from a college from the aspects of optimal policies,target students,implementation agents,and incentive systems.It was proposed that colleges should refine the identification criteria for graduates with employment difficulties and build a grid system to classify and specify target groups,and should set up reasonable evaluation criteria and improve supervision mechanisms to prevent deviation in performance.
