大数据战略下的警务合成作战指挥机制是公安机关以打击违法犯罪、维护社会秩序为目的,为实现高效侦查、决策、协调、控制的目标,依托大数据技术,对实战需要的警种、业务、技术等要素进行相互融合所做的一系列制度化安排,是大数据时代应对国家、社会安全形势的一种新型警务模式,也是警务改革与指挥机制创新的重要方向之一。该模式以指挥者、指挥对象、指挥手段、指挥环境与指挥法制为基本要素,以"1+N"的模块化结构、"一警+多能"的复合型人才培养、"大数据+警务"的智能化决策、"可视化+实时"的科学化调度、"法规+政策"的规范化制度等基本逻辑为驱动,通过要素创新构建起扁平化二元指挥控制机制、复合型新质警力培养机制、智能化辅助决策机制、全域联动化协同机制,制定现代化警务合成作战指挥法制及多源数据融合式情报生成机制,拓展指挥要素功能与内涵,实现建强"指挥者"的"大脑"功能、建通"指挥手段"的"神经"功能、建灵"指挥对象"的"手脚"功能、建优"指挥环境"的"保障"功能和建全"指挥法制"的"支撑"功能,全面提升大数据战略下警务合成作战指挥机制强大的战略指引、战术辅助、战力支持的作用,以回应新时期国家、社会与人民的新期待。

In response to national security situations in the era of big data,policing joint-operation command mechanism refers to institutionalized arrangements facilitating the integration of police,policing work and technology.With commanders,command objects,command measures and command conditions and command rules as its basic elements,the new police model is driven by the modularized structure of"1+N",the intelligent decision-making mode of"big data+policing",the"comprehensiveness-oriented"police training way,the"visualization+real time"deployment mechanism,the normalized rules of"law+policy".Corresponding mechanisms with such innovation can strengthen the"brain"function of commanders,the"nerve"function of command measures,the"hand and foot"function of command objects,the"guarantee"function of command conditions,and the"bracing"function of command rules,to increase the significance of strategic guidance,tactic assistance and force aid for the policing joint-operation command mechanism.
