国际非政府组织合作视角下的共建“一带一路”思考与建议

Thoughts and Suggestions on the Belt and Road Construction from the Perspective of International Non-governmental Organizations’ Cooperation

"一带一路"倡议提出以来,成果丰硕,但在共建"一带一路"过程中,中国与国际政府间组织(IGO)合作居多,与国际非政府组织(INGO)合作较少,且合作领域和内容相对单一,共同开展国际项目的投融资经验不足。新冠疫情对世界经济造成了严重冲击,能源合作尤其是清洁能源项目将成为"一带一路"建设、刺激各国经济复苏的重点领域,研究INGO清洁发展项目的运营模式有助于加强"一带一路"建设过程中的国际合作,减轻项目实施阻力。首先分析了INGO的资金来源以及与政府部门的合作模式和目的,接着基于可持续发展合作研究所(ISC)和全球基础设施巴塞尔基金(GIB)的3个典型项目案例,总结INGO在开展国际项目过程中采取的投融资和运营模式,为推动"一带一路"建设可持续发展、加强国际合作机制建设提供参考和建议。

The "Belt and Road" initiative has been put forward for more than 7 years, achieving fruitful results. It has been more commonly observed that China cooperates with international governmental organizations(IGOs), while cooperation with international non-governmental organizations(INGOs) is rarely seen.The cooperation between China and INGOs has flaws such as limited quantity, unitary content, and lack of experience in terms of international project investment and financing. COVID-19 has a serious impact on the world economy. Energy cooperation, especially clean energy projects will be the focus of the Belt and Road construction and economic recovery. Drawing lessons from the international investment and financing modes of INGOs’ clean development projects will help promote international cooperation in more diversified ways and optimize the investment and financing mode of the Belt and Road. First, we herein analyze the funding source, cooperation purpose, mode and experience of INGOs. Then, based on the three projects of Institute for Sustainable Communities(ISC) and the Global Infrastructure Basel Fund(GIB), we summarize the INGOs’ project operation models and investment and financing experience. Finally, we put forward relevant suggestions and implementation paths for promoting the sustainable development of the Belt and Road and the cooperation mechanism construction with international organizations.
