The Evolution of"Dual Circulation"Pattern and Its Influence on the Cross-Strait Economic Integration Development

21世纪以来,中国经济"双循环"格局经历了三个阶段:外循环增长强劲、内循环快速发展,外循环增长放缓、内循环总体加速,外循环动能减弱、内循环稳定增长。中国目前正加快构建以内循环为主体、内外循环相互促进的新发展格局。"双循环"格局演变对两岸经济融合发展有直接影响,台资企业作为两岸经济融合发展的重要纽带,其发展模式也从以"两头在外"为主逐渐向更多利用大陆本地资源和拓展大陆内销市场转变。未来应从优化两岸贸易结构、落实台资企业"同等待遇"、提升出口加工型台资企业国际分工地位等方面着手,促进两岸贸易可持续健康发展,促进台资企业加快融入大陆经济内循环,同时在更高层次上参与大陆经济外循环。

After entering the 21 st century,the"dual circulation"structure of the China’s economy had experienced three stages:the external circulation growth strongly and the internal circulation growth quickly,the external circulation growth slowed down and the internal circulation accelerated as a whole,the kinetic energy of the external circulation was weakened and the internal circulation was steadily increased.At present,it is speeding up to foster a new development pattern with the internal circulation as the main body and both the internal and external circulations promoting each other.The evolution of"dual circulation"pattern has a direct impact on the development of the crossstrait economic integration development.The development mode of the Taiwan-funded enterprises,which act as an important link of cross-strait economic integration,has gradually changed from"both-ends-abroad"to take advantage of more local resources and expand the domestic market.Deepening the cross-strait economic integration in the future,the related works can start from optimizing cross-strait trade structure,providing"equal treatment"for Taiwanfunded enterprises,and promoting export-oriented Taiwan-funded enterprises to accelerate the upgrading of the status of international division,so as to promote the sustainable and healthy development of cross-strait trade,accelerate the integration of Taiwan-funded enterprises into the internal circulation of the Chinese mainland economy,and participate in the external circulation of the Chinese mainland economy at a higher level.
