农业保险与农业信贷协同机制的增收减贫效应研究

Research on the effect of increasing income and alleviating poverty of the coordination mechanism of agricultural insurance and agricultural credit

基于2009—2018年中国31个省份(港澳台地区除外)的短面板数据,构建固定效应模型和SYS-GMM模型,实证研究农业保险与农业信贷的协同关系以及二者协同机制的增收减贫效应。研究发现:农业保险与农业信贷之间具有协同关系;农业信贷和农业保险保费收入显著正向影响农民收入,而农业保险赔付支出则对农民收入影响不显著;农业保险与农业信贷的协同机制显著正向影响农民收入。据此提出,增加农业信贷资金供给、优化农业保险保障力度、加大农业保险与农业信贷的宣传推广力度、推进农业保险与农业信贷的协同产品研发等对策,以推动农业保险与农业信贷协同发展,从而促使农民增收减贫。

This paper uses the short panel data of 31 provinces in China(except Hong Kong,Macao and Taiwan)from 2009 to 2018,and builds the fixed effect model and SYS-GMM model to empirically examine the coordination relationship between agricultural insurance and agricultural credit as well as the effect of increasing income and alleviating poverty of the coordination mechanism.The results show that there is a coordination relationship between agricultural insurance and agricultural credit.Agricultural insurance premium income and agricultural credit have a positive impact on farmers'income,while agricultural insurance compensation expenditures have no impact on farmers'income.The coordination mechanism of agricultural insurance and agricultural credit have a significant positive impact on farmers'income.In order to promote the coordinated development of agricultural insurance and agricultural credit and increase farmers'income to alleviate poverty,this paper puts such countermeasures as increasing agricultural credit fund supply,optimizing agricultural insurance guarantee,enhancing the publicity and promotion of agricultural insurance and agricultural credit,and promoting the coordinated research and development of the products of agricultural insurance and agricultural credit.
