抢险救援指挥控制系统建设浅析

随着国家应急管理体系逐步完善,基于抢险救援的指挥控制系统建设越发重要。以中国安能建设集团有限公司的指挥控制系统建设为例,笔者阐述了指挥控制系统的重要作用和建设目标,提出构建以常态化战备建设、现代化指挥机制、信息化指挥手段为主要内容的应急救援指挥控制系统,覆盖应急救援抢险作战指挥的各流程和需求,对指挥控制系统的建设进行有益的探索。

With the gradual improvement of national emergency management system,the construction of command and control system based on emergency rescue is becoming more and more important.Taking the construction of the command and control system of China Anneng Construction Croup Co.,Ltd.as an example,this paper expounds the important role and construction goal of the command and control system,and puts forward the construction of the emergency rescue command and control system with normalized combat readiness construction,modem command mechanism and information command means as the main content,which covers the various processes and needs of the emergency rescue and emergency command,and makes a useful exploration of the construction of the command and control system.
