关于建设工程工程量清单计价实践的探讨--基于中英清单对比视角

Discussion on the Practice of Valuation with Bill of Quantities of Construction Projects--Based on the Comparison of Chinese-British BQ

随着市场经济与社会的快速发展,国际通行、市场、信息、大数据分析成为趋势与变革方向,传统的工程计价方法已无法满足各方使用者的需求,工程造价管理改革的呼声势盛。为探索适合我国工程造价管理的市场化、国际化改革,面对现行工程量清单计价规范基于生产者、预算定额"静态、工艺导向,工程施作"的成本消耗核计特质,文章通过对中英清单计价模式和特点进行对比分析,就工程量清单的应用定位、项目划分、项目特征、计量规则、措施费(开办费)设定、项目综合单价等进行功能性、交易性梳理与思考,指出我国工程量清单计价的缺陷与不足,提出对现行清单计价规范进行改进的意见和建议,以期实现清单规范在工程造价管理中更广泛、系统、灵便的计价和控价。

With the rapid development of market economy and society,international practice,market,information and big data analysis have become the trend and direction of change.The traditional engineering valuation method has been unable to meet the needs of users from all sides,and the call for the reform of engineering cost management is booming.In order to explore the market-oriented and international reform of engineering cost management suitable for China,facing the cost consumption accounting characteristics of the current bill of quantities pricing standard based on the"static,process oriented,engineering construction"of producer and budget quota,through the comparative analysis of Chinese-British bill pricing,this paper discusses the application orientation,project division,project characteristics,measurement rules,and preliminaries.In this paper,the author analyzes and thinks about the function and transaction of the fixed and comprehensive unit price of the project,points out the defects and deficiencies of the bill of quantities pricing in China,and puts forward some opinions and suggestions for improving the current bill of quantities pricing standard,in order to realize a more extensive,systematic and convenient valuation and price control of the bill of quantities standard in engineering cost management.
