研发投入、技术创新对产业结构升级的影响——基于我国省级面板数据的实证分析

Impact of R&D Inputs and Technological Innovation on Industrial Structure Upgrading:Empirical Analysis Based on Provincial Panel Data in China

理论上研发投入可通过技术创新等途径促进产业结构升级,但尚需实证验证。基于2005—2018年我国30个省份的面板数据,运用广义最小二乘估计(GLS)和Bootstrap中介效应检验方法研究研发投入、技术创新对产业结构升级的影响。实证结果表明,研发投入、技术创新和产业结构升级在不同省份之间存在较大的差异,且研发投入能显著促进产业结构升级,技术创新在研发投入对产业结构升级影响中发挥显著的中介效应,但中介效应水平只有14.43%,仍有很大的提升空间。根据实证研究结果,提出推动我国技术创新和产业结构升级的政策建议:坚持创新驱动发展战略,加大研发投入力度,加强引进和吸收高素质科研人才,提升科技成果转化效率等。

R&D inputs can theoretically promote the upgrading of industrial structure through technological innovation,but it needs empirical verification.In this paper,based on the panel data of 30 provinces of China from 2005 to 2018,the generalized least square estimation(GLS)and Bootstrap intermediary effect test methods are used to study the impact of R&D inputs and technological innovation on the upgrading of industrial structure.The empirical results show that,R&D inputs,technological innovation,and industrial structure upgrading are quite different among different provinces,and R&D inputs can significantly promote the upgrading of industrial structure,technological innovation plays a significant intermediary effect in the impact of R&D inputs on industrial structure upgrading,but the intermediary effect is only 14.43%,there is still a lot of room for improvement.Based on the empirical research results,the paper puts forward policy suggestions to promote technological innovation and industrial structure upgrading in China,including adhering to the strategy of innovation driven development,increasing inputs in R&D,strengthening the introduction and absorption of high quality scientific research talents,and improving efficiency of scientific and technological achievements transformation.
