健全民主党派专项民主监督长效机制研究

Research on Perfecting the Long-term Mechanism of Special Democratic Supervision of Democratic Parties

专项民主监督是中共十八大以来民主监督形式的一项创新。由于种种因素制约,专项民主监督长效机制建设存在着可操作性不强、监督效果不显著、信息获取渠道不畅、监督刚性不足、监督成果运用不充分等方面的问题。加强民主党派专项民主监督长效机制建设,必须坚持问题导向,切实加强党的领导,做好省级层面的顶层设计和总体规划;必须加强民主党派自身建设,提升民主党派监督能力;必须建立民主党派专项民主监督与其它监督形式的横向合作机制,增强监督刚性。

Special democratic supervision is an innovation in the form of democratic supervision since the 18th National Congress of the Communist Party of China.Due to the constraints of various factors,there are still some problems in the construction of long-term mechanism of special democratic supervision,such as the lack of operability of relevant regulations,insignificant supervision effects,poor access to information,insufficient supervision rigidity,and insufficient use of supervision results.To strengthen the construction of a long-term mechanism for the democratic supervision of the democratic parties,we must adhere to the problem orientation,effectively strengthen the party's leadership,and do a good job in the top-level design and overall planning at the provincial level;the democratic parties must be strengthened and their supervisory capabilities must be enhanced;we must establish the horizontal cooperation mechanism between party-specific democratic supervision and other forms of supervision to strengthen the rigidity of supervision.
