为加快推进智能网格预报业务建设,推动基层天气预报员转型发展,通过分析市县级气象预报队伍建设的需求及目前存在的问题,尝试从调整基层气象预报业务布局、提升天气预报员科学素养、培养阶梯式气象预报队伍和完善激励机制等4个方面来寻找加快基层气象预报队伍建设的措施和途径。

In order to accelerate the construction of intelligent grid forecast business, and promote the transformation and development of primary forecasters, this article analyze the demands and the existing problems on the construction of the forecaster team in cities and counties, try to find measures and approaches to speed up the construction of the primary forecaster team just like adjusting the primary forecaster layout, improving the scientific literacy of forecasters, stepwise personnel training and completing incentive mechanism.
