农村生活垃圾分类管理改革是切实改善农村基本生活环境,全面推进生态文明发展进程,加快实现绿色发展的必然要求,在当前获得了强大的政治和社会支持,并得到立法层面和地方政府的积极跟进。然而,由于前期工作不足、城乡二元发展状况、农村传统生产生活模式、农村生活垃圾分类管理的复杂性等因素,实现农村生活垃圾分类管理改革的理想面临诸多挑战。针对上述问题,有必要从方案优化、立法支持、财政投入、宣传引导、工作策略、技术和产业支撑、强化监督与责任等方面统筹推进农村生活垃圾分类管理改革进程。

The reform of rural domestic waste classification management is an inevitable requirement of improving the basic living environment in rural areas,comprehensively promoting the development process of ecological civilization,and accelerating the realization of green development.It has won strong political and social support and has been actively followed up by the legislative level and local governments.However,due to the lack of proper preliminary work,the binary development of urban and rural areas,the traditional production and living model in rural areas,and the complexity of classified domestic waste management,it is a huge challenge to realize the ideal of rural domestic waste classification management reform.In view of the above problems,it is necessary to promote the reform of rural domestic waste classification management in terms of scheme optimization,legislative support,financial input,publicity,work strategy,technical and industrial support,and supervision and responsibility.
