基于公众参与的中国绿色共治实现路径研究

Research on the Path of China’s Green Co-governance Based on Public Participation

习近平总书记强调"加快构建政府企业公众共治的绿色行动体系"。本文以中国内地30个省份为研究对象,借助公共治理理论,构建包括公众参与、政府环境规制、绿色发展的研究框架,从理论和实证两个层面探讨公众参与的绿色共治效果及其实现路径。研究发现,公众参与能够显著提高绿色共治效果,推动绿色发展方式转变。公众参与绿色共治具有短期和长期效应路径,短期效应路径通过加大环境治理投入、严格环境执法来实现,短期效应路径源自于命令管控型环境规制的政府权威;长期效应路径通过技术创新、产业结构调整来实现,长期效应路径源自于政府激励型环境规制的市场化选择机制和信号传递效应。本文丰富了公众参与绿色治理的研究文献,为公共治理理论应用提供了中国化的理论和实践探索。

Xi Jinping emphasized"accelerating the construction of a green action system for government,enterprise,and public co-governance".This paper takes 30 provinces in China's Mainland as the research object,and builds a research framework including public participation,government environmental regulation,and green development level with the help of public governance theories.It discusses the green co-governance effect of public participation and its realization path from both theoretical and empirical levels.The study found that public participation can significantly improve the effect of green co-governance and promote the transformation of green development mode.Public participation in green co-governance has both short-term and long-term effects path.The shortterm effect path is realized by increasing investment in environmental governance and strict environmental law enforcement and the short-term effect path originates from the government authority of command-control environmental regulations.The long-term effect path is realized through integrated innovation and industrial structure adjustment and the long-term effect path is derived from the market-oriented selection mechanism of government-incentive environmental regulations and signal transmission effect.This article enriches the research literature of public participation in green governance,and provides theoretical and practical explorations of Sinicization for the application of public governance theory.
