摘要
高中学校作为办学育人的主体、联结政策与实践的纽带,其活力增强和发挥已经成为转变育人方式的必然要求。尤其在以内涵发展为主的阶段,矛盾的重心不断下移,微观领域、实践层面的需求更加凸显和多样,迫切需要增强每一所高中学校自主、创造和多样化的活力。当前,高中总体上以考试分数为主导的同质化办学,以从一般校到各类名目重点校逐层提级的晋升道路,限制了高中学校的活力。这迫切要求克服"单维分层晋升"的旧观念,走向"多维分类发展"的新思路,把政策、经费、资源等分类配置到不同类型的学校和最关键的领域上,打造"各美其美、美美与共"的普通高中分类发展的总体格局。
As the main body of education and the link between policy and practice,high school’s initiative and vitality has become the inevitable requirement of changing the way of education.Especially in the stage of connotation development,the focus of contradiction is constantly moving down,and the needs of micro field and practice level are more prominent and diverse.It is urgent to enhance the vitality of each high school’s autonomy,creation and diversification.However,the homogenization of high schools,which is dominated by examination scores,has seriously hindered the vitality of senior high schools.It is urgent to overcome the old concept of"one-dimensional hierarchical promotion",move towards a new idea of"multi-dimensional classified development",and allocate policies,funds and resources to different types of schools and the key process,to create the overall ecology of the classified development of ordinary high schools.
