后疫情时代我国高等教育发展的宏观思考 被引量:72

Overall Reflections on the Development of China’s Higher Education in the Post-Pandemic Era

摘要 党的十九届五中全会提出,加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,这是后疫情时代党和政府作出的战略抉择,也是我国高等教育发展面临的重要形势。当前,我国高等教育已迈入普及化阶段,统一性与多样性并存,高等学校的教学模式、教育治理方式、教育国际化等都面临新的挑战。在新发展格局下,普及化阶段的高等学校如何适应新兴信息技术的发展,如何应对常态与应急状态下教育治理模式的转变,如何创新教育国际化模式以应对"逆全球化"的挑战,成为后疫情时代建设高质量高等教育体系必须反思的紧要问题,也成为"十四五"时期我国高等教育改革与发展的重要任务。 According to the fifth plenary session of the 19 th Central Committee of the Communist Party of China(CPC),we need to build a new pattern of development focusing on China’s big domestic circulation and promoting the double circulation between domestic and international markets. This is an important strategic choice made by the CPC and the Chinese government in the post-pandemic period,and it brings about an important situation facing the development of China’s higher education. At present,China’s higher education has entered the stage of popularization,showing both unified and diversified features;in higher education institutions,new challenges are presented to the teaching modes,the ways of educational governance,and the internationalization of education. Under the new pattern of development,how higher education institutions adapt to the development of the emerging information technology in the stage of higher education popularization,how they deal with the changing modes of educational governance in normal and urgent situations,and how they create new modes of internationalized education to meet the challenges in the "de-globalization" movement have become urgent problems in the building of a high-quality system for higher education in the post-pandemic era,and important tasks in the reform and development of China’s higher education during the "14 th Five-Year Plan" Period.
