基于NVivo的中国海岸带生态修复政策文本分析

Research on China’s coastal ecological restoration policy based on NVivo

分析海岸带生态修复政策演进规律对指导海岸带生态修复活动、完善海岸带生态修复政策体系具有重要意义。本文利用政策文本分析方法和NVivo软件对中国海岸带生态修复103个政策文本进行了分析研究。研究发现,生态理念一直是制定海岸带生态修复政策考虑的关键因素。在不同的海岸带生态修复政策工具选择中,命令控制型工具始终占据主导地位。对政策制定过程的不同环节进行分析,发现对于政策的具体实施阶段关注较多,对于政策评估和反馈的重视程度不够。为了促进海岸带生态修复健康持续发展,建议综合运用多种政策工具手段,同时在修复效果的评估和结果运用上下功夫,进一步提高海岸带生态修复综合成效。

Analyzing the evolution of coastal ecological restoration policies is the key to guide the coastal restoration projects and improve the policy system. Using NVivo software and content analysis method on 103 coastal ecological policy documents, this study found that ecology is always a priority factor in policy-making. Based on the perspective of policy tools, command-and-control tools are dominant among different policy tools. It is also found that more attention is paid to the process of policy implementation, and less attention is paid on the policy evaluation and feedback in the view of different policy links. In order to ensure the sustainable development of coastal ecological restoration, multiple policy tools should be implemented in the process of policy-making, and restoration evaluation and results application should be put in great efforts to improve comprehensive ecological restoration effects.
