常州市武进区乡村医生“县管乡用”改革探索与实践

Exploration and Practice on the Reform of“County Management and Country Use”of rural doctors in Wujin District of Changzhou

乡村医生是我国农村三级医疗卫生服务体系中服务最基层群众健康的基本力量,在推进农村医疗卫生事业发展、促进健康中国建设中发挥着重要作用。当前我国乡村医生年龄结构老化,流失较多,学历层次和职称水平普遍较低,这些问题在常州市武进区同样存在。在推进乡村医生队伍建设的工作中,常州市武进区作为江苏省基层卫生人才“县管乡用”试点地区之一,探索了一条基层卫生人员特色发展道路,陆续形成了“大学生村医工程”“驻村护士制度”和“备案制乡村医生”等人才招录经验。

Rural doctors are the basic force to serve the health of the grass-roots in the third-level rural medical and health service system in China. They play an important role in promoting the development of rural medical and health and promoting the construction of Chinese health. At present, the age structure of rural doctors is aging, the loss is more, the education level and professional title level are generally low. These problems also exist in Wujin District. In the process of promoting the construction of rural doctors, Wujin District has explored a characteristic development way for grass-roots health personnel, and gradually formed the talent recruitment experience of"college student village medical project""the system of village nurses""record system of rural doctors"and so on.
