京津冀协同发展背景下河北省科技人才政策生态研究

Ecological Research on Scientific and Technological Talents Policy in Hebei Province Under the Background of Coordinated Development of Beijing-Tianjin-Hebei

随着京津冀协同发展上升至国家战略高度,以河北省科技人才政策创新实现人才资源优化配置、提高河北省有序疏解北京非首都功能的技术能力就成为亟待解决的现实问题。生态理论视角下,应以河北省科技人才政策本身作为内生态、以政策的社会环境和科技人才作为外生态,建构河北省科技人才政策生态系统,通过内生态系统、外生态系统的优化及其内、外生态的高度契合,来应对京津冀协同发展过程中的挑战。

As the coordinated development of Beijing-Tianjin-Hebei rises to the height of national strategy,it has become a practical problem to be solved urgently to realize the optimal allocation of human resources with Hebei’s scientific and technological talent policy innovation and to improve Hebei’s technical ability to orderly resolve Beijing’s non-capital functions.From the perspective of ecological theory,Hebei science and technology talent policy itself should be regarded as the internal ecology,the social environment of the policy and the science and technology talents should be the external ecology to construct Hebei Province’s science and technology talent policy ecosystem.Through the optimization of the internal and external ecosystems,the internal and external ecology are highly compatible to meet the challenges in the coordinated development of Beijing-Tianjin-Hebei.
