服务全民终身学习的现代教育体系构建策略探究

An Exploration of Construction Strategy of Modern Education System Serving Lifelong Learning of the Whole People

终身教育、全民学习已成为新时代社会发展的必然趋势,构建服务全民终身学习的现代教育体系势在必行。从服务“大教育观+泛在学习”视域,基于需求,梳理现状、聚焦问题、探究对策、提出举措。在丰富内涵、提炼要素、宣传理念、明确目标、找准定位的基础上,勾勒出覆盖“全员、全程、全面”的“三纵三横”体系框架,深入论述了“法制保障、完善体系、纵横贯通、资源整合、队伍建设、技术融合”六位一体的重要举措,为全民终身学习提供方便、灵活、个性化的学习环境和支持服务。实现由宏观“理念定位”到中观“实现策略”再到微观“重要举措”的层层推进,突显构建过程必然是一个不断突破、创新、重构的动态优化过程,为我国终身教育体系构建和加快学习型社会建设作出积极贡献。

Lifelong education and learning for all have become the inevitable trend of social development in the new era.It is imperative to build a modern education system serving lifelong learning for all.Starting from the perspective of serving“big education concept+ubiquitous learning”,and on the basis of the demand,this paper combs the current situation,focuses on problems,explores countermeasures,and puts forward measures.On the basis of enriching the connotation,refining the elements,publicizing the concept,clarifying the goal and precisely positioning,this paper outlines the“three vertical and three horizontal”system framework covering“all staff,whole process and all aspects”,and deeply discusses the six-in-one important measures:“legal protection,system improvement,vertical and horizontal connection,resource integration,team building and technology integration”,so as to provide convenience and flexibility for the lifelong learning of the whole people,personalized learning environment and supportive services.To realize the level-by-level advancement from the macro“concept orientation”to the meso“implementation strategy”and then to the micro“important measures”,this paper highlights the construction process that must be a dynamic optimization process of continuous breakthrough,innovation and reconstruction,and aims to make positive contributions to the construction of China’s lifelong education system and acceleration of the construction of learning society.
