露天煤矿安全风险评估设计与实践

摘要 从风险辨识顶层设计逻辑角度出发,结合露天煤矿生产特点、员工素质、安全管理思路进行风险辨识任务划分。对当前露天煤矿开展风险管理工作效果差的情况进行分析,解决风险管理技术上主要存在的风险辨识不全面、风险评估不准确、控制措施单一的原因;并根据风险管理原理,对风险辨识评估的技术和标准做了进一步研究;建立健全了露天煤矿生产领域安全风险分级管控机制,最终实现事前危害辨识与风险评估、事中落实管控措施、事后总结与改进的目标。 From the point of view of risk identification top-level design logic,the article combines the production characteristics of open-pit coal mine,staff quality,safety management ideas for risk identification task division,analyzes the current situation of the poor effect of risk management in open-pit coal mines,and solves the main reasons of incomplete risk identification,inaccurate risk assessment and single control measures in risk management technology.According to the principle of risk management,the article further studies techniques and standards of risk identification and assessment,and establishes the classified management and control mechanism of safety risks in the production area of open-pit coal mines,and realizes the goal of hazard identification and risk assessment in advance,implementation of management and control measures in the event,after-the-event summary and improvement.
