经济与自然结合视角的北京雾霾问题探讨

An Explore on Beijing Haze Problem from the Perspective of Combination of Economy and Nature

本文跳出常规的生态环境和局地思维框架,从京津冀经济、地理、气象等多重因素综合视角,探究北京空气质量呈现的一般规律。研究发现北京空气质量受宏观的经济发展阶段、资源禀赋、产业发展特征,中观的地区自然地理格局、城市及产业布局、气候特征,相对微观的每日气象状况等不同层次因素影响。其中,宏观因素决定了当前阶段环境问题的严峻性,中观因素决定了大气污染的风向差异,相对微观因素决定了当地本日空气质量状况。最后,本文从雾霾治理和研究方面提出相关建议。

This paper goes beyond the conventional framework of ecological environment and local thinking to investigate the general patterns of air quality presentation in Beijing from the integrated perspective of multiple factors such as economy, geography, and meteorology in the Beijing-Tianjin-Hebei region. It is found that Beijing’s air quality is influenced by different levels of factors such as macroeconomic development stage, resource endowment, and industrial development characteristics, mesoscopic regional physical geographic pattern, urban and industrial layout, and climatic characteristics, and relatively microscopic daily meteorological conditions. Among them, macroscopic factors determine the severity of environmental problems at the current stage, mesoscopic factors determine the wind differences of air pollution, and relative microscopic factors determine the local daily air quality conditions. Finally, this paper makes relevant suggestions in terms of haze management and research.
