PPP模式下旅游型特色小镇建设运营阶段行政法律风险分析及应对策略

Analysis of Administrative Legal Risks and Countermeasures in the Construction and Operation Stage of Tourist-oriented Characteristic Towns under PPP Mode

PPP项目落地率不高的各种风险引起了利益相关方和研究该领域学者的重视,并且PPP模式在特色小镇建设当中的运用风险类别不计其数、产生机理各不相同。笔者通过文献阅读分析、专家咨询了解到,PPP模式下旅游型特色小镇建设运营阶段的行政法律风险系数较高。基于此,本文在专业分析基础上提出应对策略,从而使旅游小镇PPP项目建设运营能够更好地规避风险。

All kinds of risks caused by the low landing rate of PPP projects have attracted the attention of stakeholders and scholars in this field,and the application of PPP mode in the construction of characteristic towns has countless risk categories and different generation mechanisms.Through literature analysis and expert consultation,the author learned that the administrative legal risk coeffi cient in the construction and operation stage of tourist-oriented characteristic towns under the PPP model is relatively high.Based on this,this paper puts forward countermeasures on the basis of professional analysis,so that the construction and operation of PPP project in tourism town can better reduce and avoid risks.
