Facing major changes unseen in a century,including challenges to Western values and hegemony and western Europe’s potential marginalization,the European Union has not yet solidified its strategic response.Trends taking shape in domestic and foreign policies include defensiveness and security worries,calls for greater independence and global influence,and a pursuit of contraction while strengthening border safety.Europe is considering a“third way”that would succeed among competing parameters,present and future.With China surpassing the US to become Europe’s largest trading partner in 2020,Europe is at a decision point that will impact both its development and China-EU relations in complex ways.
