The Hundred-Year Road and New Development Stage Practice Research on the Economic System Reform under the Leadership of the Communist Party of China

中国共产党成立一百年来,领导经济建设取得了巨大成就,积累了丰富的经验,这些经验为新发展阶段进行经济体制改革助力经济高质量发展、构建新发展格局、全面建设社会主义现代化国家提供了重要借鉴,即在经济体制改革中坚持中国共产党的集中统一领导、坚持循序渐进推进经济体制改革、坚持社会主义市场经济体制不动摇、坚持围绕"三大主题"推进经济体制改革,新发展阶段的经济体制改革仍然要坚持这些宝贵经验。在此基础上针对新发展阶段出现的实现高水平自立自强还存在短板等问题,拟提出如下破解路径:一是对标新发展格局目标任务,实现高水平自立自强;二是适用主要矛盾转化的目标任务,破解发展不平衡不充分问题;三是推进供给侧结构性改革,补齐我国经济高质量发展短板;四是彰显市场在资源配置中的决定性作用,建设现代化经济治理体系;五是贯彻新发展理念,实现更高水平对外开放。

Our economic construction led by the Communist Party of China has made great achievements and accumulated a lot of experience since our Party were founded over the past century. These rich achievements have provided the important reference for the reform of the economic system in the new development stage to help high-quality economic development, promote the construction of a new development pattern and a modern socialist country in an all-round way. For example, we insist on the centralized and unified leadership by the Communist Party of China during the reform period of the economic system;adhere to the gradual and order progress of economic system reform;persist in the socialist market economic system unswervingly;adhere to the "three-major themes" to promote economic system reform. These experiences have provided a significant enlightenment for the practice in the new development stage. Therefore, the economic system reform in the new development stage still adheres to these valuable experiences. On this basis, for some shortcomings in achieving high-level self-reliance in the new development stage, the following solutions are proposed. Firstly, Benchmark the goals and tasks of the new development pattern, and achieve a high-level self-reliance;secondly, utilize the objective tasks to transform the main contradictions, and solve the insufficient and imbalance development;thirdly, promote supply-side structural reforms, and make up for shortcomings of the high-quality economic development;fourthly, highlight the decisive role of the market in resource allocation, and build a modern economic governance system;fifthly, implement the new development concept, and achieve a higher-level opening up.
