中国省域创新生态系统耦合协调及空间分布分析 被引量:29

摘要 省域创新生态系统打造的关键不仅在于创新要素的健全,更在于创新生态多个子系统之间形成卓有成效的耦合协调机制。从创新活动动态视角将创新生态系统分为运作、研发、支持、环境四个子系统,构建创新生态系统评价指标体系。并定量测度我国创新生态系统的耦合协调水平,对2018年31个省(直辖市、自治区)数据开展空间分布特征及规律分析。研究结果表明:创新生态各子系统综合发展水平均呈稳定上升趋势,其中创新运作子系统发展势头良好,进步空间大,创新支持子系统发展水平较弱;创新生态系统耦合协调性显著提升,2016年达到轻度协调状态,但协调值仍然较低,加强创新运作子系统的发展能显著提升系统耦合协调性;从空间分布看,2018年各省域耦合协调水平地区差距较大,整体呈现"东高西低"、沿海好于内陆的现状,江苏、广东、北京三地领先全国其他省份。 The key to build a provincial innovation ecosystem is not only the sound of innovation elements,but also the formation of effective coupling and coordination mechanism among multiple subsystems of innovation ecosystem.In view of the unbalanced development level of provincial innovation ecology,combined with the characteristics of complex giant system of innovation ecology,from the dynamic perspective of innovation activities,the innovation ecosystem is divided into four subsystems:operation,research and development,support,and environment.The index system is set up based on the coupling and coordination mechanism of subsystems.Based on the data of innovation ecosystem from 2009 to 2018,the coupling and coordination level of innovation ecosystem in China is quantitatively measured,and the spatial distribution characteristics and laws of 31 provinces(municipalities and autonomous regions) in 2018 are analyzed.The results show that:the comprehensive development level of each subsystem of innovation ecosystem is on a steady upward trend,in which the innovation operation subsystem has a good development momentum and a large space for progress,while the development level of innovation support subsystem is weak;The coupling coordination of innovation ecosystem has been improved significantly,reaching a mild coordination state in 2016,but the coordination value is still low.Strengthening the development of innovation operation subsystem can significantly improve the coupling coordination of innovation ecosystem;From the perspective of spatial distribution,in 2018,there is a large regional gap in the coupling coordination level among provinces,and the overall situation is"higher in the East and lower in the west",and the coastal areas are better than the inland areas.Beijing,Jiangsu and Guangdong are ahead of other provinces and cities in China.
