少数民族地区基层乡镇卫生院医疗设备资源现状及其公平性研究

Research on the Current Situation and Equity of Medical Equipment Resources in Township Hospitals in Minority Areas

为了解凉山地区基层乡镇卫生院医疗设备拥有情况,该文应用定量问卷和重点访谈相结合的方法,在凉山地区11个民族县内,普查其基层乡镇卫生院医疗设备,系统收集资料,并利用洛伦兹曲线和基尼系数进行分析,探讨其人口公平性与地理公平性,分析其配置存在的问题,提出相关对策。经分析,凉山州农村乡镇卫生院医疗设备的人口基尼系数和面积基尼系数以及洛伦兹曲线公平性尚可,该地区基层医院医疗设备资源配置总体水平较低,医疗卫生资源较为贫乏,当地居民医疗获得性较差,需要政府加大对农村卫生投入,重视区域间和区域内的资源规划,将有限资源能服务于更广大农民群众,实现资源优化配置。

In order to understand the availability of medical equipment in primary township hospitals in Liangshan area,this article uses a combination of quantitative questionnaires and key interviews to survey the medical equipment in the primary township hospitals in 11 ethnic counties in Liangshan area,collect data systematically,and use them.Lorentz curve and Gini coefficient are analyzed to discuss its demographic fairness and geographic fairness,analyze the problems in its configuration,and propose relevant countermeasures.After analysis,the population Gini coefficient and area Gini coefficient of medical equipment in rural township hospitals in Liangshan Prefecture and the Lorenz curve are fair.The overall level of medical equipment resource allocation in primary hospitals in this area is low,and medical and health resources are relatively poor.Local residents The poor access to medical care requires the government to increase investment in rural health,pay attention to inter-regional and intra-regional resource planning,and use limited resources to serve the wider masses of farmers and achieve optimal allocation of resources.
